About Rose


Rose was born and raised in St. Mary’s County.  The eldest of 11 siblings born to Raymond and Elizabeth Chase and resided in California, MD.  Rose has been married to J. Douglas Frederick for 41-years and has 1 daughter and 1 grand-daughter. Rose is very active in her church and community.  She attends St. Joseph’s Catholic Church, Morganza, MD where she is a member of the St. Joseph Ladies Sodality.

    Rose is retired from the Federal Government after 35-years with a Meritorious Civilian Service Award supporting our military Fleet.  She has worked as an Administrative Officer; Flight Operations Scheduler; Aviation Assistant Maintenance Officer; Financial Analyst and N-4 Department Head supervising Procurement, Budget Financial Analyst and the Logistics Departments.  Currently, Rose works for a Department of Defense contractor continuing to support the military Fleet. 
    Rose has a strong belief in service, giving back to community and supporting persons that cannot support themselves. She gives of her time on each of the boards she serves to consistently provide dedicated support and service to those who cannot help themselves.   
    Currently, Rose serves as:

  • Secretary, St. Joseph Ladies Sodality- Serving the church and community
  • Supporter, Zion United Methodist Church/Mike’s Bike Food Drive – Delivering Christmas Food Baskets, for those less fortunate
  • Chair, St. Mary’s County Social Services Advisory Board – Participant in St. Mary’s County receiving a Paul Hastings Award for support of Three Oaks Respite Center
  • Board Member, State of Maryland Association of Social Services Boards– Advocate for Senior Citizen’s Abuse
  • Board Member, Southern Maryland Higher Education Center Governance Board – Advocating for funding of a University Systems of Maryland Southern Maryland Higher Education, Engineering, and Research Center at the Governor, State Delegate, Senator and Congressional Representative levels.
  • Vice President, Southern Maryland Center for Independent Living - Advocate for the mentally and physically challenged citizens as well as Veteran’s.
  • Member, St. Mary’s County NAACP
  • Member, St. Mary’s County Democratic Club
  • Auditor and Associate Member, Garvey Senior Activity Center Council Council, Inc.

County government is a business, certainly, and must spend our money wisely, but County government is also our servant and represents us, as a people, for good or ill.  As your 2nd District County Commissioner, I will apply responsible business skills, a guiding sense of service to our citizens, and a demand on myself to represent the best in us, not the worst, as the good people we are.
